Mushtaq Hussain Bargatt PSP, SSP (Rtd.)

Education

  • Graduated from Sadiq Egerton College Bahawalpur, one of the premier educational institutions of Pakistan.
  • Participated in all sort of extracurricular activities like inter-college debates/competitions and students’ welfare, during college days.
  • Elected as President Students Union of the college during the session 1966-1967
  • Awarded Role of Honour in recognition of the performance. The spirit of this achievement continues to be life-long asset and motivating force for higher objectives.

Professional Carrier

Joined police service in 1967; Served across the province with dignity and honour till retirement as District Police Officer Chakwal in 2006.

Achievements and Accomplishments

Throughout the police carrier, did not restrict himself to the conventional policing. His creative and innovative nature always enabled to think out of the box to do something different and unusual. It would not be possible to recount here all meritorious services rendered through 39 years of career. However,  following few instances are the hallmarks of achievements:

 

In recognition of credit of launching, for the first time in Pakistan, Neighbourhood watch program under Community Policing in Model Town Gujranwala in 1991-92, was declared "Policeman of the Year 1992" on 12 January 1993.
Awarded "Jang Talent Award" for research work on traffic problems of Pakistan on 11 November 1993, by the Jang Group of newspapers and Punjab Group of Colleges. For this research, Government of Punjab recommended his name for National Award of “Pride of Performance”.
The research was later published in the shape of a book titled “21st Century Modernism in Traffic Discipline & Automobile Problems in Pakistan” in the year 1997 and is available in all major libraries in Pakistan.
Founder of rescue centre in Pakistan, unique in its inception was primarily motivated by a desire to re-establish Police Public relations by inculcation of true spirit of mutual confidence, trust and cooperation. Conceiving and establishment of Rescue-15 for the first time in Pakistan in Sialkot on January 1st, 1994. It not only gave a new sense of security to the public but also infused a new spirit in the police force to protect the public and property.
1996-97, during attachment with CID, now CTD Punjab, when challenges of terrorism from extremist of sectarian organizations were at its peak. To fight the terrorism, innovated the idea of "Red Book" for the first time which was compiled with the help of interrogation reports and other intelligence resources. This book gave information, ways and means to counter terrorism and sectarian crimes by sharing information with ranks & files across the country. The idea was so successful that by now 14 Editions of ‘Red Book‘ have been published in Punjab while other provinces have also followed the idea religiously.
On 11 July, 2000, a financially self sustained model rescue centre equipped with most modern gadgets and mobile crime scene unit-cum-forensic science lab was established with community participation and without Government funding at Multan. This centre was so efficient and effective that in case of emergency it could seal the city in 5 minutes and response time of Police to crime scene was reduced to 3-5 minutes. As a result, the Punjab Government appreciating the theme and allocated most appropriate land at Qila Qasim, Multan for establishment of this centre. This centre still remains an iconic project of rescue operation in Punjab.
During 1998-2000, while posted as SP CIA Multan and incharge of Counter Terrorism of Multan Division, when 11 Police officers were martyred in Multan District in one year. Not only all cases of terrorism were traced but the original crime weapons were recovered and series of terrorists were arrested. In recognition of these services, was recommended for National Award, “Quaid-e-Azam Police Medal”. • Played a pivotal role in computerization of Police records of Model District Kasur, during the years 1997-1998. • Served as member of Inter provincial team for formulation of new Police rules under Police order 2002 by National Re-construction Bureau (NRB).  
Philanthropy
In 1995, founded a primary school for girls by donating two class-rooms built, on self help basis, in Village Dhanyala, District Jhelum and also donated 10 Kanals of ancestral land for the establishment of the school. This school has since been upgraded to higher Secondary Level, where girls not only from Dhanyala having population of more than 15000 but also from neighbouring areas are enrolled.
After retirement from police service, set up Mian Muhammad Bukhsh Trust (www.bukhsh.org) in memory of legendary Sufi poet Mian Muhammad Bukhsh (RA). Under the auspicious of this trust, a modern multiple discipline hospital is being constructed in Dhanyala with the private public partnership. Dedicated 9 Kanals of ancestral land for building this hospital. When completed this hospital, will provide all health care facilities to more than 100,000 downtrodden populace of the rural area of 7 Union Council of Tehsil Dina & Jhelum.
On 8th August 2009 Mian Muhammad Shahbaz Sharif, Chief Minister Punjab, un-veiled the foundation stone of this Hospital. The hospital is running OPD services six days a week since 4 May, 2008. Free consultation and free Medicine is provided to 80 patients daily (on the average).
Founder member & President of Wadi Citizen Community Board Jhelum. An NGO engaged in series of community development Programmes.
1st Vice President (2011-2012) of Lahore Royal Lions Club. An active Member of Lahore Royal Lion Club since 1995, not only serving the marginalised people of remote areas in health and education sector but took part in relief, recovery and rehabilitation activities during natural calamities of earth quake in 1995 and floods in 2010 in KPK, Sindh and Punjab.
• Founder Member International Police Association (IPA) Pakistan Section Since 10th May 2001 Elected 4th Vice President for IPA Pakistan Section for the year 2005-2008.

• Liaison Officer (International Commission for External Relations) IPA Pakistan Section from 2008-2010. Attended IPA XIX World Congress in Antalia Turkey, (06-11 October 2009) and 36th International Executive Conference (IEC) Paris France, (07-11 September 2010), as an observer respectively.

"When I look back on my police carrier, it gives me a great satisfaction about the series of successes, Allah Almighty bestowed upon me, one after the other. True as it is in the nature of policing, challenging times and tides came and went, but, with the blessings of Almighty Allah, I always came out unscathed and unhurt. Today I can claim that during my entire service in junior to senior capacities, introduced a new respect and dignity to the ranks I wear.
